Eligibility Criteria
Nationality and Domicile
The candidate must be an Indian citizen as defined under Articles 5 to 8 of the Constitution of India and must be a permanent resident of Assam. As domicile proof, candidates must upload a valid Permanent Resident Certificate issued in Assam for educational purposes, or an Employment Exchange Registration Certificate will also be accepted as proof of residency.
Educational Qualification
Candidates must hold a 3-year Diploma specifically in Electrical Engineering from any institute recognized by AICTE. The diploma course must be a regular course — diplomas obtained through distance mode of education, by whatever name called, will not be considered under any circumstances. All semester or year-wise marksheets and the final pass certificate must be uploaded at the time of application.

The minimum age for all categories is 18 years. Age will be calculated based on the Class 10 or Class 12 Board Examination Admit Card, Pass Certificate, or Marksheet issued by a recognized Central or State Board where the Date of Birth is clearly recorded. No other document will be accepted for age proof under any circumstances.

Please note that once the fee is paid it will not be refunded under any circumstances. Applications submitted without the prescribed fee will be summarily rejected and no appeal against such rejection will be entertained.
PwBD Candidates – Special Information
To be considered under the PwBD category, a candidate must possess a Benchmark Disability of 40 percent or more. A valid certificate issued by the competent authority is mandatory and must be uploaded at the time of application.
Candidates with Low Vision may be considered if they can perform the required duties with the help of aids and appliances.
PwBD candidates can also apply for posts not specifically reserved for them, provided the post has been identified as suitable for their disability type. However, in such cases they will be considered for selection on the basis of general merit, not reserved merit.

How to Apply – Step by Step
Applications will only be accepted through the official APSC online recruitment portal. No other mode — postal, in-person, or email will be accepted.
Applying for this post is straightforward if you follow each step carefully. The entire process is online and no other mode of application will be accepted. Make sure you have all your documents ready before you start filling the form, because once you submit the application, no changes or additional document uploads will be allowed.
Step 1 – Read the Official Notification First
Before you do anything else, download the official notification PDF and read it carefully from beginning to end. This is the most important step that most candidates skip and later regret. The notification contains every detail about eligibility, age limits, document requirements, and the selection process. Do not rely only on third-party websites including this one. Step 2 – Register on the APSC Recruitment Portal
If you are a first-time user, go to the official APSC recruitment website at https://apscrecruitment.in and click on the Register Here option. Complete the One Time Registration process by filling in your basic personal details. Use a valid and active email address and mobile number because all future communications including admit cards and result updates will be sent to these only.
Step 3 – Login and Fill the Application Form
After completing registration, log in using your credentials. Fill in all the required details carefully — your full name, date of birth, educational qualification, caste category, PwBD status if applicable, and contact information. All mandatory fields are marked with an asterisk sign in the form. Double-check every entry before moving forward because no editing will be permitted after final submission.
Step 4 – Upload All Required Documents
Upload all necessary documents in PDF format. Make sure each file size does not exceed 4 MB and scanning is done at 200 dpi in greyscale for best quality. Along with documents, also upload your recent colour passport-size photograph (file size between 50 KB and 200 KB, not older than 3 months) and your signature (file size between 50 KB and 200 KB). Do not leave any mandatory upload incomplete.
Step 5 – Submit Declaration Form-A
Every candidate must fill in, and upload Declaration Form-A related to the Small Family Norms as per Assam Public Services Rules 2019. This is a mandatory requirement, and your application will not be considered complete without it. You can download this form from the official APSC website at https://apsc.nic.in under the Forms and Downloads section.
Step 6 – Preview Everything Before Final Submission
Before you hit the submit button, use the Preview option available in the form to carefully check all your uploaded documents. Make sure every document is clear, legible, and correctly uploaded. If you find any issue, click Cancel to go back and make corrections. Once you proceed past this stage and submit, absolutely no changes will be allowed.
Step 7 – Pay the Application Fee
After previewing, click on Proceed to Pay and complete the fee payment applicable for your category. General candidates need to pay Rs. 297.20 in total, OBC and MOBC candidates need to pay Rs. 197.20 in total, and SC, ST, BPL, and PwBD candidates need to pay only Rs. 47.20 as processing fee. Remember that the fee once paid will not be refunded under any circumstances. If your payment is debited more than once due to a technical error, the bank will automatically refund the extra amount within 5 to 7 working days.
Step 8 – Save Your Confirmation and Take a Printout
Once your payment is successfully processed and the application is submitted, you will receive an auto-generated confirmation on your registered email ID and mobile number. Take a printout of the submitted online application form immediately and keep the hard copy safe. You will need to carry this printout at every stage of the selection process — written examination, screening test, and interview.

Points You Must Keep in Mind
Your admission at all stages of the selection process is purely provisional and is subject to scrutiny. If at any point it is found that you do not fulfill any eligibility condition, your candidature will be cancelled by the Commission without notice.
Your date of birth as filled in the online application is final. No request for change of date of birth will be entertained or granted at any stage.
Do not submit false, incorrect, or tampered documents. If any false declaration is detected even after the recommendation is made, the Commission will refer the matter to the Government for necessary action and your appointment may be cancelled.
Once you submit the application, no documents will be accepted separately. Make sure everything is uploaded correctly before you hit the final submit button.
